Description

A lot of users care for their own repositories and keys making ceph-deploy a no-go when attempting to install ceph.

A flag like ``--install-pkgs-only`` would tell ceph-deploy not to add keys or repos but only attempt package installation.

If the user already have the repos configured then this should just work.
