Ceph Dashboards shows a HTTP error 500 on strangly coded filenames

Description

When looking into Dashboard → File Systems → Directories the Dashboard shows on some filenames, e.g. with Latin1 Umlauts, the HTTP error 500. The system log shows:

File "/usr/share/ceph/mgr/dashboard/services/cephfs.py", line 122, in get_directory path = path.decode()
 UnicodeDecodeError: 'utf-8' codec can't decode byte 0x9a in position 21: invalid start byte
