Description of problem:
In ceph dashboard RHCS 5.2 supports 3 new ways of OSD Deployment option,
in Expand cluster Create OSD's by selecting the default recommended option
OSD's not got deployed.
Also In expand cluster if user don't want to create any OSD's at all we don't have option to skip that step,
