Description

When creating a RGW user and setting S3 credentials manually (opposed to automatically generated), user is unable to connect and interact with gateway. Clients respond as "Access Denied". Automatically generating S3 credentials functions as expected without issue.

Issue observed on a newly installed 17.2.3 cluster via cephadm.
