Currently the ceph-release rpm is generated during the build by the ceph-build scripts. It should be broken out into a stand alone utility that accepts a couple of parameters:

1)  Stable {codename}, dev {branch}, testing
    2)  distribution 
    3)  repo location {gitbuilder.ceph.com, ceph.com}

Additionally, investigate if package removal can clear the yum/zypper cache. Switching between repos in the automated test environment sometimes has problems with old cached metadata,
