The teuthology suite needs to work for vms (generated suite tests have host resolution errors on reboot, and downburst needs to run correctly on suite tests). This is needed for task 4587 to be done.

Code has been checked in that does work in some conditions. I will need to run this a bunch of times on various suites to shake out all the problems / figure out stuff that has not come up yet.
