Next branch ceph version 0.60-450-g8eb5465 (8eb5465c10840d047a894d1a4f079ff8b8d608b5)

The documentation states that radosgw-admin user create --uid=johndoe --display-name="John Doe" will also generate an access and secret key. It Doesn't. Already spoken to Caleb about this.

Encountered this when running an s3 test that uses the API to generate a user. Since keys are no longer created the test fails.
