- tool to manipulate pgs (remove, export, import)

- osd should stop accepting writes when near-full

- tool/method to recover from an incomplete pg log (by restarting backfill)
- losing a portion of leveldb likely means the whole thing is kaput... so this is mostly only protecting against bugs, not corruption.

- osd journal corruption
- try to distinguish between end of journal and corrupt portion of the journal

we have tasks scheduled for these items, except for losing a partial pg log, which is unlikely and suggests a larger problem (corrupt leveldb) and probably not worth handling independently
