The issue with 4307 and signing dev packages has been resolved. The centos gitbuilder is producing correct ceph-release rpms.

ceph-deploy install works for --dev branch. If dev is not specified it defaults to the testing release. There is some additional work on the release scripts needed to produce rpms that will work with stable code-name installs.

ceph-deploy {mon,osd,mds} create fails because of some problems with the ceph init script. That is the next area of focus.
