RGW bucket policy for pausing the write IO.
This feature will help during bucket maintenance.
For example - The offline resharding when we do not want client IO to come to the bucket which is getting resharded. Once this feature is present we do not have to stop all RGW daemons to stop the client IO.

for part of proposed solution that includes bucket policy to stop ingest (casey), I would add, I think this needs enhanced policy that permits retryable result, and maybe extra data?
