The "leads" reference link is broken. According to the Component Leads section, all project leads are included on the Ceph Leadership Team (http://docs.ceph.com/docs/master/governance/#component-leads). The leads link could go to the Governance page (http://docs.ceph.com/docs/master/governance/).

There is no doc/governance.rst in mimic or luminous, making the backport non-trivial, and it's sufficient IMO for this bug to be fixed in master and nautilus.
