mgr/dashboard: Cluster configuration doesn't remember filters

Description

When looking for specific settings, I have to type in `qos` into the search field and change the type to `dev` to be able to get the expected results. That works how I would expect it.

When I then edit a setting and save the changes, I would expect to be able to edit one of the other listed settings, but do so, I have to repeat the search and adapt the type again.

I think it would be a usability improvement if those filters were preserved as long as I'm not actively moving away from the cluster configuration page, for instance by clicking on another menu entry.

Don't think it would be easy to save the search text only when staying in the configuration pages, so we need to discuss if this should always be remembered.
The Type filter is now using the new filters and should be fixed in #44238.
