rgw: ability to delete users without first emptying and deleting all buckets

Description
Currently there is no way to simply delete a user without first going through and emptying then deleting its buckets. It would be incredibly useful from a user management perspective to be able to use a flag on radosgw-admin user rm along with --purge-data to mean that all data should be purged and the user removed once that is complete.
