'config show' is implemented in the mgr and shows config options reported to the mgr. The mgr module config options run inside the mgr itself and aren't normal options, and they aren't currently covered by the 'config show' implementation.

Afaik mgr modules use `ceph config-key` and not `ceph config`. so this is more of a general problem of having two distinct config stores?
