teuthology: --flavor basic still ran (and failed) notcmalloc flavor (jewel)

Description

I assume this worked at some point, I'd never tried before. In my case, all my notcmalloc builds failed for some reason (transient :( ), and it would have saved time to be able to just use the basic builds, which had succeeded.

This fails because the suite contains jobs that specify 'flavor: notcmalloc', which overrides the cli-specified flavor. It would be nice if the cli could filter these out automatically instead.

To work around this, you can 'grep -r flavor' and then pass the resulting yaml file names to --filter-out
