Description
I used the admin rest api to operate user:
1. create a user with default max buckets(1000).
2. modify the max buckets with 500. Using radosgw-admin, the quota is changed to 500.
3. modify the max buckets with 1000. Using radosgw-admin, the quota is still 500 although the response is ok.
