Pool Compression type option doesn't apply to new OSD's

Description

If you set the pool compression type option to something like snappy, existing bluestore OSD's will then start compressing data. If you then create a new OSD and introduce it to the cluster, data will not be compressed on the OSD, until you re-set the pool compression option.
