1, ceph version 12.2.1-706-g628e76f (628e76fe2a939aae4996f43e9e9c9f7d1269e0bb) luminous (stable)
2, kernel: 3.10.0-123.el7.x86_64
[procedure to produce problem]
1, add a osd configured with filestore;
2, start osd;
3, create 'rbd' pool with size 1;
4, after cluster works normally, stop the osd;
4, remove the osd;
5, delete 'rbd' pool;

The problem here is that there is no mgr running.
