rgw: file interfaces do not track usage stats

Description

if rgw file interface is used and radosgw-admin usage show used to see the usage logs after rgw enable usage log is set, the stats don't report the bytes sent and received from the file interface (though api calls are counted)

This is because librgw currently has `get_bytes_sent` and `get_bytes_received` return 0 and needs an implementation
