Description

- add request to tail list when started
- remove when complete
- periodically scan start of list and log slow requests

This is in the branch wip-osd-op-tracking. There are some ops that still need to get marked up; I have logs to go through.

Also leaving this open since we want an admin socket interface, although that should maybe go into a different ticket. Will discuss tomorrow!
