mon: dump key cluster stats via perfcounter

Description
This may be a minor abuse of the perfcounter intent, but it lets us get cluster stats using a common mechanism (via collectd).
The monitor should deregister the perfcounter when the monitor is not in the quorum, so we don't get stale/conflicting results from different monitors.
