Description

The current rados suite upgrade tests don't account for the fact that upgrades must pass through jewel; they are currently going from hammer straight to x.

example: http://pulpito.ceph.com/sage-2016-10-15_14:12:14-rados-wip-sage-testing---basic-smithi/475698 (although this one is fixed in final version of wip-mgr-keys, it will break once the jewel upgrade gating merges, https://github.com/ceph/ceph/pull/11498).
