ceph lies about unchangeable settings

Description

The feature added in https://github.com/ceph/ceph/pull/7085 is incomplete. Many settings which are still changeable (e.g. osd_max_scrubs) display (unchangeable) when changed with injectargs, so this is very misleading.

I think the problem is that the new feature doesn't take into account settings which are read directly from _conf -- it only accounts for those which setup "observers".

This may or may not be related, but with Jewel 10.2.6 I'm not able to get nearfull_ratio to work either by injection or by ceph pg set*

The message is now "(not observed, change may require restart) " which is more accurate, and hopefully more clear?
