Hi,
When we take snapshots while using ceph as our filesystem the size if the image is in raw format. Thus although an image of may only be of size 3GB when the snapshot is taken the size of the flavour is saved. According to openstack support this is because of

Will this issue be fixed in a future release of CEPH? Importing qcow2 while using glance seems to be allowed. But does this mean that once a qcow2 image is launched it expands to the size of its flavour.

This is an openstack glance issue. RBD is internally raw.
