Description
Steps to reproduce.
1. Create realm, master zone group and master zone.
2. Update config.
3. Create secondary zone on master zone.
4. On secondary site do a realm pull, but don't do a period pull.
5. Try starting the second gateway in the second zone. It doesn't find the second zone.
6. Re-create the second zone on the second gateway and update.
7. After updating the configuration, list zones.
There are two zones with different UIDs, but the same name.
