Description
For a long time the RPM build process have this weird quirk where we incorporate a "init-ceph.in-fedora.patch" file during the RPM build. There have got to be better ways to handle that... my preference is to just rip out all the sysv init bits from the tree entirely, but I suspect something that drastic is going to have to land in the next release after Jewel.
As a start, we can just remove the init scripts from the RPM and DEB packaging.

https://github.com/ceph/ceph/pull/8720 removes all references to the init scripts from the rpm packaging
