Original description: A partial backport to fix the OSD crash was completed already (#13335). This ticket is to adapt hammer to not send ENOSPC to clients that can't tolerate it (which the original series did). This may also include backporting #12018 and follow-on fixes to that.

https://github.com/ceph/ceph/pull/10871 implements suggestions in http://tracker.ceph.com/issues/12018#note-9
With those patches applied Hammer will behave in the same way as Jewel. However the new behavior is not perfect: for instance, removing an image or a snapshot from a full pool blocks indefinitely.
