Description

This could be a root issue for some s3tests issues we are seeing.

Two parts to it as we decide to implement:
1. - modify s3test/swift tasks to create users separately
2. - adjust all suites to reflect this change

This should probably be two separate tickets; the s3tests task is in ceph-qa-suite whereas the swift task is in teuthology. both s3tests and swift are in ceph now
