closedlibvirt documentation should suggest log path, admin socket, and SElinux requirements

Description
Update the libvirt documentation to suggest "log path = xyz" and "admin socket = xyz" under the appropriate [client.<libvirt or other id>"] config section. Also document that is SElinux is enabled, the log path will need to be properly labeled with "system_u:object_r:svirt_image_t:s0" and write access for the qemu user.
Also update the OpenStack documentation to point to the libvirt documentation page for background on libvirt setup.

This bug has been judged too old to fix. This is because either it is either 1) raised against a version of Ceph prior to Luminous, or 2) just really old, and untouched for so long that it is unlikely nowadays to represent a live documentation concern.
