Description
If the kernel client mounts something with quotas set, we should provide server-side warning messages. For now, this can put the cluster into HEALTH_WARN, but it should be flexible enough to eventually just be a central log message or any future HEALTH_INFO, etc.

I think the right direction is to allow setting a flag on the MDSMap to prevent older clients from connecting to the cluster.
