Description
we need to start testing os upgrades and see how ceph upgrades span across them.
we are soon going to hit this sort of issues in the upgrade paths. - ex: http://tracker.ceph.com/issues/13632
we do this in downstream all the time, but it would be nice to have teuthology do it for us to catch any potential issues in upstream itself.
