ceph.spec.in does SUSE-specific sysvinit stuff on unsupported SUSE systems

Description

As far as the Ceph server daemons (osd, mon, rgw) are concerned, all sysvinit-based versions of SLES and openSUSE are EOL.

We will continue supporting the most recent SLE11, which is sysvinit-based, but only on clients connecting to a ceph cluster, not within the cluster itself.

For this reason, the SUSE-specific sysvinit stuff can be dropped from the spec file.
