at least I think so. Excerpt:

23 pgs backfill
10 pgs backfilling

...
21 active+remapped+wait_backfill
9 active+remapped+backfilling
2 active+remapped+inconsistent+wait_backfill
1 active+remapped+inconsistent+backfilling

21 + 2 = 23, and 9 + 1 = 10, so....

I guess this is PGMonitor::get_health
