Description

- read zone sync status
- if 'syncing', per shard:
- read shard status, if doing full sync, iterate through local metadata index, for each entry:
- push into a work queue
- throttle, wait for completion if needed
- update marker

- work queue:
- fetch entry
- write it locally
- signal shard handler
