Description

The logs and core are in vit:/home/joshd/startup_crash/ - the relevant OSD is osd.1 on sepia82.
Specifically, it calls scrub_unreserve_replicas after it's already changed the acting set, causing badness.

I think there are similar problems elsewhere but haven't tracked them down.

Sam and I looked at this and I have a patch to test, but I want to audit the role change code a bit to look for similar bugs.

There was less stuff going on in the on_change area than I thought. Pushed this in 2fbba81f6459cdfbc447eab94a984a13ece9d2ac
