Does the ceph debian package really need binutils?

The binutils dependency was added here:
https://github.com/ceph/ceph/commit/c5d86f9d7727e03fc81caa1d28cf4a1c8ecf0409
because clsinfo runs nm and is called by cclass.
Currently ceph-clsinfo still runs nm, but I cannot find anywhere ceph-clsinfo is referenced.
My questions are:
1. Can ceph-clsinfo be removed?
2. If so, can the binutils dependency be removed?
