Description
1) Add a value for pending pg removals to osd_stat_t, and a value for a lower bound on the current osdmap epoch
2) Add method to RemoveWQ to track queued and in progress pg removals
3) Track most recent osd map epoch in which a pool removal happened on the mon
4) Add to ceph tool a command which queries the mon and returns true if any osd stats have pending pg removals or if any osd stat has an epoch below the epoch in 3)
