To fix - use force-branch: dumpling in yaml

This is temporarily fixed by https://github.com/ceph/ceph-qa-suite/pull/305
We need to fix it in teuthology code, so s3tests brach defaults correctly to ceph-qa branch when force-branch is not used.
Pls revert https://github.com/ceph/ceph-qa-suite/pull/305 when this is done.

I would encourage using 'branch:' and not 'force-branch:'.
Also, as Loic mentoined, there is a merge conflict in your cherry-pick commit.
Finally: with the "Smarter s3tests branch selection", the priority is:
force-branch -> branch -> suite_branch -> ceph branch
Are you asking for a different order?
